DSACloseout.com is a focused platform — narrow product, deep expertise. We help architects, specialist A/E firms, and school districts close out DSA-uncertified construction projects under PR 13-02, the Project Certification Guide, and (when original parties are gone) the A/E Certification Program under Ed Code §17315(b) / §81147(b).
Why this exists
California has thousands of school construction projects that were built, occupied, and used by students for years — but never got their DSA closing letter. Most are old enough that the original architect has retired, the contractor has dissolved, and the project inspector can't be found. Districts can't get new DSA approvals (per IR A-20) until their backlog clears. Bond programs sit blocked.
The manual closeout process — gather records, reconstruct missing forms, get wet signatures, assemble the package, respond to DSA review — historically takes 18–24 months per project and often gets abandoned. There's been no software for it because the addressable market looks niche from outside the industry (a few hundred A/E firms in California), but the addressable work is enormous (tens of thousands of projects, billions in blocked bond capacity).
We're betting that AI + a focused product can compress that 18–24 months into 6–10 weeks. Not by replacing the licensed professional — every form still gets signed under penalty of perjury by a CA-licensed architect, structural engineer, or project inspector — but by automating the parts that don't require professional judgment: evidence assembly, form drafting, gap analysis, audit trail, scheduling, billing.

- Everything in the platform is built for one regulator and one workflow: California DSA, PR 13-02, PCG Chapter 5, the Field Act. Forms catalog covers 24+ DSA forms including DSA-310 / 311 / 312-314. Strategy assessor knows Traditional vs Alt Process A–E vs Rehabilitation. Fee calculator handles PL 09-04 vs PL 13-01 and BU 13-05 tiers. No generic "construction project management" features.

- Every factual claim in a drafted document cites a source document by ID and page. Where evidence is missing, the draft writes

- The perjury attestation on DSA-6-AE / C / PI is non-negotiable legal language. We reproduce it verbatim — no paraphrasing, no "improvements." Signers see exactly what the form requires.

- Every signature flow gates on a 5-checkbox attestation (CCR Title 24 §4-336 / §4-214) before a print-ready PDF is available. The signer explicitly confirms personal knowledge of the facts, authorization to sign, and understanding of the perjury context. The platform never bypasses the licensed professional.
- Audit trail by construction.
- Every state transition, every signature request, every email sent, every document edit lands in audit_log scoped to the tenant. Public-records-act requests can be served from the log directly. Disputes are answerable.
Who's behind this
DSACloseout.com is built and operated by School Leaders, a California education facilities consulting firm. We've spent years on DSA closeouts the hard way — gathering records out of warehouse boxes, calling retired architects on their personal cell phones, walking signed packages into DSA regional offices in Sacramento, Oakland, San Diego, and LA. DSACloseout.com is the software we wished existed.

The consulting practice is how we stay sharp on the actual DSA process; the platform is how we scale.
